Kenya’s Communications Authority Proposes Mandatory ID Verification for Social Media Users

The Communications Authority of Kenya (CA) has proposed new regulations that could significantly alter how citizens access and use social media platforms. Under the draft law, users would be required to provide official identification—such as a national ID or passport—in order to access platforms like Facebook, Instagram, TikTok, and X (formerly Twitter).

The proposed legislation also mandates that individuals sharing content “for the public”—including memes, opinions, or commentary—must register with the CA.

According to the Authority, these measures aim to combat cybercrime, hate speech, and misinformation, which have escalated during politically sensitive periods, including the protests of June 2024.

“By linking social media accounts to verified identities, law enforcement will be better equipped to track and prosecute fraudsters, cyberbullies, and those spreading harmful content,” CA representatives stated.

Non-compliance with the regulations could result in fines or account suspension.
